Why the sentences are different "Will be looking vs will look vs would look"

Sentence 1.
There will be a track team, which WILL LOOK at the conditions...

Sentence 2.
....he said a mechanical team WOULD LOOK at the passenger cars,......

Sentence 3.
The operations team WILL BE LOOKING at what procedures were in place.......
