Does "will be the demand going forward" mean "the demand will be increasing"?

We don't have enough tests today to meet the demand that we anticipate there will be in the [near] future.

I avoid using "going forward" like the plague. It's a pointless, useless, management-type empty phrase. You can't go any other way but forward. Maybe when someone invents a time machine, it'll make sense to use it, since sometimes you'll be able to say "going backward".
