Can you see the meaning of "one remaining strike"?
 
Are you familiar with the phrase "three strikes and you're out"? It comes from baseball but is used in other contexts. In this case, someone who breaks the rules on Twitter gets two warnings but the third time they break the rules, they're permanently suspended. At the time that tweet was made, Trump must have already had two warnings so he had "one remaining strike" (one strike left) before being banned.
We have a similar rule on this forum!
