I think these days, it's a matter of personal choice and what the standard form is in your company/culture.

When I learnt about letter writing, I was always told:

Dear Sir ---- Yours faithfully

Dear Mr/Mrs [name] ---- Yours sincerely

However, these days, I do see a lot of letters which end "Yours" or "With regards". Personally, I feel that "Yours sincerely/faithfully" sound much more formal in a business letter.

With regards is less formal- it's widely used in emails and is used in letters, but as emsr2d2 says, it depends on the company culture. If letters to senior management normally end Yours sincerely, I would stick to that; informality or insufficient formality can be misinterpreted by some people.
