The consumer has a month after receiving the paper saying they're changing the fees to cancel the contract, and in case the consumer doesn't cancel after the month has passed, he won't be able to do it arguing that's the reason.

You need to comply with something. You're not complying with a notice (the person who receives the notice has to comply with it, but not the sender). You're complying with the requirement/clause/policy of giving two months' notice.

I presume that there is a stipulation or clause in the contract which requires two months notice. I don't think you can make a noun out of "two-months notice".
