[Vocabulary] "within a theory"

Hello,

To make a text (from a research paper) shorter, I have to make some changes to it.

Are the phrases below equal in meaning?

"in the framework of the new institutionalism theory"
"within the new institutionalism theory"
 
It's impossible to say without placing the phrases in context.

"This study is meant to design a Human Resource Management model for education corresponding to Fundamental Reform Document within (?!) the new institutionalism theory."
 
"This study is meant to design a Human Resource Management model for education corresponding to the Fundamental Reform Document within (?!) the new institutionalism theory."
That doesn't work. Is "Fundamental Reform Document" a proper noun? If not, it should not be capitalized. The same goes for "Human Resource Management".
 
It's confusing. Studies don't design things. They examine them.
