What claim are you talking about?
I know "in a timely manner" is common in legal documents but I wouldn't use it in everyday language.

My claim was rejected with the reason given that it was submitted/filed late. I did file (the claim) on time, so the rejection is not valid.

"Belatedly" is not a common word. "Late" would do the job.
I think "it" is needed before "being filed".

Tufguy's sentence involves a legal issue. I don't find "in a timely manner" to be out of place there.
