Your sentence should be 'She had a worried look (on her face).' I don't think 'on her face' is necessary.

Although I suspect tzfujimino is correct in guessing the meaning that you wish to convey, 'She had a worrying look on her face.' is a possible sentence.
Someone could have a look on their face that causes an observer to worry.

"She had a worried look on her face" is perfectly fine and natural.

It is. So is "She had a worrying look on her face" - the sentence asked about. There are many other good sentences. Even with the added context, both 'worrying' and 'worried' fit.

keyhani, if you mean that the other person looked worried, you need 'worried'. If you are the one who is worried by his look, then 'worrying' is the word you want. His look is worrying you.
As usual, the correct sentence is the one that expresses the intention of the speaker/writer. There will almost always be other similar correct sentences that do not express this intention.

Not always for example a person sitting an exam might have a worried look on their face as they try to write their answers, the examiner may not care about their worry.

I would use worried here as his face shows that he is upset. Also, you have to gather; it should be together.
 
A look on a person's face is an expression of how that person feels. How other people react to that expression is another matter. The look on your face affects me only if I care about your feelings.

You might (Who knows?) hear somebody say She has a worried look on her face. You are not likely to ever hear somebody say She has a worrying look on her face.
