what is usage differnece for the below

it would be better ,we don't take any action
it had been better, we don't take any action

if any mistake please correct

I am not a teacher.

but i think, the second one is not in the correct form.
Had been is generally using when an action was being done for a long period of time.
example , i had been working there for one year.

it had been moving since 1999. etc.

would be is used in future tense. Also to show respect, would is used.

i think thins is the correct context. if everybody is there, please clarify more.
