Default silos on campus

I just heard a college president speak and she said she was "reducing silos on campus". I thought it had something to do with making individual academic departments less independent and autonomous but wasn't sure. Anyone care to venture an interpretation? Thanks!

She wants the various departments to work with more cooperation, and not be so independent that they don't communicate with each other.
