Question one too many?

I've known "one too many" refers to drink too much. But how does it mean that?

I assume it would be okay for a person to drink appropriate cups of alcohol, eg. 10 cups, if he drinks another one and he will get drunken. Am I right? Thanks!

You've got the right idea, though for most of us ten is probably several too many.

Incidentally, 'cups' usually hold non-alcoholic drinks, like tea or coffee; you drink a glass af an alcoholic drink. And what a drunken person has done is 'got drunk'
