I think that 'How's the weather like?' is just simply unnatural to most native speakers.

Be careful in using "How's the weather like?" better to take off 'like' OR simply use What's the weather like?" when spoken BUT written English would ask that you do not use contractions.As the question is usually a spoken one then yes, it is okay to contract it.

- "How's the weather like?" should be: "How's the weather?"
- "What's the weather like" should be followed by a question mark.
