“Was” and “to be”

Hi all,
Here’s the extract from ‘all the money in the world’ by John Pearson:
”Paul was deeply resentful over what he thought a grave injustice and a dreadful waste of money, and as far as Dr Helmsley was concerned he would never forgive him.....”
Shouldn’t there be the word ‘was’ in between the words ‘thought‘ and ‘a‘ as in ‘what he thought was a’ or maybe ‘what he thought to be a’ or maybe ‘what he thought a grave injustice and a dreadful waste of money it was’?

Will the meaning be different between ‘was’ and ‘to be’ ?

Please note my corrections above.

There is nothing missing from the original. Your understanding of it is correct but it's grammatically correct with "... what he thought a grave injustice". It's a little old-fashioned.
