I wonder why the next writing is a joke.
I would like to know the meaning of "one blonde would do this to another".

A blonde woman was having financial troubles so she decided to
kidnap a child and demand a ransom. She went to a local park,
grabbed a little boy, took him behind a tree and wrote this
note. "I have kidnapped your child. I am sorry to do this but I
need the money. Leave $10,000 in a plain brown bag behind the
big oak tree in the park at 7 AM." Signed, "The Blonde".
She pinned the note inside the little boy's jacket and told him
to go straight home. The next morning, she returned to the park
to find the $10,000 in a brown bag behind the big oak tree, just
as she had instructed.
Inside the bag was the following note. "Here is your money. I
cannot believe that one blonde would do this to another."

This is a "blonde joke". You need to know that blondes are supposed to be less intelligent than other women. [I don't know whether this is true, but the humour of any blonde joke is premised on accepting it temporarily.]

The first blonde does a silly thing by sending the kid home.
The second blonde does an even sillier thing by paying the money.
The joke could have ended there.

But Blonde 2 is simply making an appeal to kinship - perhaps implying that blondes should "stick together" to overcome the prejudice of others. But that line (and the note) also balances the joke, and stresses further how silly Blonde 2 is.

PS: I like the joke.

That is a great joke. The poor blondes. They never catch a break.

This is what is known as a "dumb blonde" joke. In the United States we have become so concerned about offending different ethnic groups that we make fun of the "dumb-ness" of people who we figure won't complain. For some reason, it is the blondes that often get the brunt of it.

Anyway, the point is simply this. If you kidnap someone you don't send them home and then expect to get a ransom, right? And you certainly don't expect the person who got her child back to then send the money anyway, do you? Who would do that? In this situation they chose to make it blondes. It could have been almost anyone, including an ethnic group. (Not Koreans, of course. That wouldn't make any sense, at least not to an American.)

Now do you understand what the final sentence means?
