It means "Outlook has returned/will be returning". I assume Outlook is a TV channel or a TV show which has not been on air (not been shown) for a certain period of time, but it is now coming back with a new series of reports.

Shouldn't it be "up to date" ?

With hyphens, yes! Well spotted, I only read the first few words because they were the OP's question. It should be "up-to-date" not "up date".
