expect to/be expected to

Although I am aware that I need to use the passive form in the case like "the numbers are expected to grow", can we also use just the active form "the numbers expect to grow" because I think I found articles using expect in the active form but in a passive meaning pretty often on the internet such as "the city expects to fall short of its revenue by $20000"

The city expects.. = the city authorities, or possibly the whole population. There is no passive meaning here.
The city is expected.. = by unnamed people.

The numbers are expected... = by unnamed people.
The numbers expect = X. Numbers cannot expect; nor can they (unlike 'city') stand as a collective noun.

Yes.

Also: The salary has increased more than we expected it to.

And: The salary has increased more than was expected.
