What is the difference between developed country and developing country?

The same as the difference between cooked meat and cooking meat.

The -ing form indicates the activity is still happening. The -ed indicates the action is completed.

Developing countries are still in the process of developing. Developed countries are done developing.
 
Basically, a developed country is one of the rich ones with many industries, where the standard of living is quite high. A developing country, on the other hand, is a poor country trying to increase its industries and become more advanced in general.
 
Developed countries have things like drinking water, highways, electricity to all ares, child labor laws, free public education, etc.
