Indeed, the two verbs are can and tell. Interestingly, in English you do not use a infinitive after the "can".

Well, that way a person has two chances to get it right. ;-)

It's a good question. Only Tdol really knows why he picked that sentence.

(Learners--do you know what "all at sea" means?)
