Which one is correct? Voluntary or voluntarily in the following sentence?

Investors who do not [voluntarily/voluntary] agree to this debt swap could face legal actions in the form of collective action clasuses.

You need the adverb here.

Please don't write 'urgent' in your thread title. The people who volun[STRIKE]a[/STRIKE]tarily give their time to answer questions here like to give time to everybody, without pressure.
