How to understand "hold" in this sentence? Does it make sense this way?

1.What is "hold" mean in below sentence, do the native spearker usually use it this way? Can i have alternative options to substate "hold"
2.Is it necessary to add "BE" before the word, override?

One more question,“...keep you to the estimate'/'consider the estimate final'
why not it should "be consider the final estimate"
 
It means

'We would not consider the (rough) estimate (to be the) final (one)'.
