Verbs + to Infinitive or -ing

Two -ing forms do not usually follow each other:

• I was starting to make a cake when the phone rang.
• not: I was starting making a cake. . .

My question is that is that a rule or not common with two -ing forms?

The word usually tells you that it is not an inflexible rule.

There are many exceptions.

'I'm going fishing tomorrow.'
