"If necessary, you can call me ______23103467."

"on" or "at" for the blank? Thanks for help.

I'd use "on".

Call me on 0033 276 1345.
Email me at lotsofquestions @ blahmail.com
Write to me at 276 High Street, Boresville, England.

To sum up, it appears to be on in BrE and at in AmE.

I am not a teacher.

I agree with the posts above.

In Australia we usually use on.
Perhaps it is because we also say 'to talk on the phone', 'he is on the phone', 'she is on another call', 'call me on this phone number', 'call me on this number', 'call me on 012345...'
