Need to know if the below statement is correct:

1)If you make the PC clock 10 minutes slow, the application will open properly.
2)If you make the PC clock 10 minutes fast, the application will open properly.

We would more commonly say 'If you set the PC clock....'

The two statements are contradictory, so they can't both be correct. Are you talking about Overclocking - Wikipedia, the free encyclopedia ?
