I don't understand some phrase in some video ( youtube.com/watch?v=cpNZ22z7B7w ).At 0:55-0:59, the off-camera police officer (the one holding the camera) said:

"First of all, I am not on your time watch."

I understand "on your time". But what would "on your time watch" mean?

In the video the police officer does appear to say, "First of all, I'm not on your time watch". This is in response to the man criticizing the officer for taking too long to arrive. I haven't heard the term before and I can't find another example of it in this sort of context, so I'm guessing, but it may just refer to one's work/time relationship being monitored by somebody else.
