1990's VS 1990s

Which one is correct for referring to a particular decade of a century? Is apostrophe necessary there?

The apostrophe is not just unnecessary, it is wrong. The fact that many people use erroneous apostrophes does not make them correct.
 
I'd write

I bought a lot of records in the 1960s.

I still have a lot of those 1960s' records.
