The secretariat administers the review board, and its office is at/in Strategic Planning Group of Research & Development Department of the company.

Which should I use, "at" or "in", in the above sentence?

Is it always necessary to put "the" before the name or a group, department, division, etc. of a company/organization?

We rarely say 'never' or 'always', as there are likely to be exceptions.

Let's say it's usually necessary to put 'the' in that context.

Depends on context. I might say "we have to run this by Legal," but I would refer to them as "the Legal Department."

It means 'submit it to the Legal Department fpr approval'.
