Are both okay here? Can out be placed here?

No to both questions.

It's not clear what you are trying to say.

My tutor is asking me to finish my vocabulary homework assignment and I say to her:

I'm listing out all the words I don't know.

OR

I'm listing all the words I don't know.

Are both okay?

Note the important change you've made from "vocabularies" to "words."

You'll certainly hear and perhaps see "listing out" but it's not necessary.

I'm making a list of the words I don't know.

***** NOT A TEACHER *****

Hello, Batman:

I have noticed that some learners seem to be confused about the words "vocabulary" and "word."

If I know 1,000 words in English, then that is the size of my English vocabulary.

If I know 2,000 words in Spanish, then that is the size of my Spanish vocabulary.

If I know 3,000 words in French, then that is the size of my French vocabulary.

Therefore, I have three vocabularies.

Yes, Thank you. So as a native speaker, would you use listing out?

Hi, Barbara, I've asked other native speakers about listing out, and it seems most of them wouldn't include out here, so I guess it's not something a native would say. Is that true?

They are probably not very observant. We do SAY that.

What you need to do is list out all the pros and cons and...

But as I said in the beginning, it's not necessary -- and should not be in careful writing.

I agree with emsr2d2.
Also possible:
I'm making out a list.
I'm writing out a list.
