running = working or operating
behind = not at expected position regarding work or normal operations

"I have to finish marking 200 exam papers by tomorrow and I am running behind (and may not finish by the deadline)."

As an idiom and depending on your context it means to be late or to run late. For example, Things are running behind, and we will not finish on time.
