These are sentence fragments, not sentences.

Parts of speech are the different kinds of words that make up a language. The simplest sentences normally require a subject and a verb: The dog [subject] barks [verb]. The sentence fragments above both lack a main verb; they are noun phrases which could serve as subjects. For example, The post that he holds at his work place is temporary.

You've corrected the sentence fragment. If you use the preposition ems suggests, the sentence will be correct.

Note the correct use of quotation marks to indicate quoted text.
