Both are possible. For example,

I have studied English for 10 years, and I still don't feel confident speaking it.

I studied English for 10 years, but then I switched to French when I migrated to Canada.

That happens with me sometimes too. My solution is to keep clicking, and after a few seconds, the system relents and registers the Thank or Like. ;-)

Both are correct, but they have different implications:

1. I am still studying.
2. I am no longer studying.

Not necessarily. The present perfect covers up to (but not always including) the present time.

I think the speaker is not studying it in 'I have studied English for 10 years, but now I give it up'.

The present continuous works better there.

I have studied English for ten years but now I'm giving it up.
I have studied English for ten years but I'm thinking about giving it up.
I studied English for ten years but I gave up last week.
