Not necessarily. The present perfect covers up to (but not always including) the present time.Both are correct, but they have different implications:
1. I am still studying.
I think the speaker is not studying it in 'I have studied English for 10 years, but now [STRIKE]I give[/STRIKE] I'm giving it up'.
