What does "If it's not the wonder boy" mean?

Hi,
I've heard this sentence a few times before in a TV series. One example was, a man(Jack) is setting on a chair and another one(Mike) is approaching him. When Jack saw Mike he said, "Well, Well. If it's not the wonder boy."

And I've heard it before with other words instead of "wonder boy".

I've been searching the web for it's meaning but found nothing.

It's situational. No doubt some people had been making a big deal out of Mike.

Mike must be something special, or something not special to a sarcastic speaker. What's the wider context?
