Hello.

This sentence is from the book Collins Reading B 1. Does ''with just 3 minutes to go'' mean 3 minutes before the end of the match?
''The way he fired the ball into the back of the net with just 3 minutes to go''.
 
It's not a sentence. What is the context in which Collins uses that fragment?
