Can we say if an alcoholic beverage contains 30 percent of alcohol that it's "30 proof"?
 
No. It`s more like 60 proof. There´s a comprehensive entry in Wikipedia under "alcohol proof."

Does this mean that I can't use it to indicate the percentage of alcohol in a beverage?

Basically, double the percent of alcohol to get the proof.
