While gerunds can be used after prepositions they are not usually used after 'to'.

There will be a meeting (gerund) at the town hall at 8 o'clock this evening. I hope to be meeting (present participle) John there.

“Meeting” as in "There will be a meeting" is not a gerund. It is listed in dictionaries as a noun.
