Hello.
Does the collocation in bold mean 'hoping that it would stop raining''? Is it often used?

''It's been pouring with rain all day. In fact I've never seen such torrential rain. Every half hour we look out of the tent hoping for a break in the clouds''.

You get that meaning from the entire sentence, not just that phrase. It's used when needed.
