Explain the use of "the" please- I would say "a city", since it is one of many/sevaral cities with the greatest audience.
 
'Greatest' is superlative - there can't be more than one greatest audience.

not: with the greatest, noisiest audience in the world
 
I would say "a city", since it is one of many/several cities with the greatest audiences.
I would too.
I'll just say that what you're reading is hardly a stellar work of English literature or prose. Moreover, I'd imagine the copy editors would deliberately not "fix" such (relatively minor) language points, in order to maintain the authenticity of the text, and to keep the reader engaged.
 
As teechar says, it's poor English. It really ought to be 'a'.

The superlative 'the' goes with audiences, not with city.
