I want to use passive voice in the following sentence, but is my verb choice correct? ''A cruise in New York’s harbour can be made by two means of transport.''
 
No, it isn't. The verb 'make' doesn't collocate. Find a different verb.

I want to use it in a multiple choice exercise. If "take" is correct then it's fine!
 
@dorax Out of curiosity, what are the two forms of transport?
 
It's actually more than two..The passage I have says that you can cruise the three rivers on a boat, ferry or yacht.
 
You can't really cruise on a ferry. The idea of a ferry is that it shuttles people back and forth. It isn't meant for pleasure.
 
Right! I'll change it. If I use "ship" instead of ferry does it make sense? Is a boat cruise different from a ship cruise or is pretty much the same?
 
A ship is much bigger than something you tour a harbour on. Cruise ships are designed to cross oceans and are made for international travel.
