Hi, I am from Argentina and I have a question:

Which word should I use from those two in brackets?

A financial crisis was (justified/held) as scaremongering.

The balance of nature is (disordered/disturbed).

A good education is the (baseline/groundwork) for a good job.

1. I don't think either of them work.
2. I'd use "disturbed". However, I'd use "has/had been", not "is".
3. I don't think either of them work.

Where did you find those sentences?
 
A financial crisis could be considered scaremongering. However, it wouldn't make any sense to do so.

As for the third one, I can see somebody saying that. (Take your pick.) However, you could probably find a better word to go there.

How about: A good education is the foundation for (finding) a good job.
