Would you be kind enough to give me your considered opinion concerning the interpretation of the expression in bold in the following sentence?

It was a gray overcast day with a low ceiling so their planes were not up. (Ernst Hemingway, “Old Man at the Bridge”)

a gray overcast day = a sunless day with the sky covered with clouds
