What does it mean in English "a hard call"

for example:
"She’s young, she made a few mistakes. I carried them over from one year to the next, made her look a little better even to her own father. It wasn’t even a hard call to make, but now they all think they uncovered Enron."

A hard call - it's a difficult decision.
It wasn't a hard call - it was easy to decide that this was the right thing to do.
