Which one is correct?

1. Based on my background, a Master's degree in Film Studies is great for me.

2. Based on my background, a Master's program in Film Studies is great for me.


This is for someone who has not started studying and is applying for that program.
 
It depends on whether you want to talk about the qualification (degree) or the course of study (program).

You're talking about studying for the degree, so the program(me) is what you're interested in. Sentence 2 is the better choice.

The present simple isn't really the right tense. Can you find a modal that would work?

I don't think Based on is right. I suggest Given.
