I would like to ask how to be sure that non-native learners understand the proper usage of the Tenses in English.

Welcome to the forum. I'm not quite clear what you're trying to achieve and why. Are you a teacher of English? Are you currently a student of English? Are you talking solely about other Polish people or all non-native English speakers? Why do you need to be sure that other people understand English tense usage?

I see. Your original question didn't make it clear that you were simply talking about yourself!
 
Hi there, and welcome to the forum.
I think the best way to explain tenses is through real-life examples, not just rules.
I agree.
I also sometimes make simple comparisons between tenses, it helps not to get confused.
Note that the comma is incorrect. You need a semicolon or a full stop (period in AmE) there.
And lots of practice through exercises, videos, and dialogues.
