2. A thousand beds on board to help ease overcrowding in the city hospitals.

Get rid of those spaces around the apostrophe in city ' s. It's all one word: city's.

The city's hospitals are all the hospitals in the city.

The city hospitals are all the hospitals owned and run by the city.

Thanks for your correction. But I still don't know the sentences below are coorect or not?

1. A thousand beds on board to help ease overcrowding in the city's hospitals.

2. A thousand beds on board to help ease overcrowding in the city hospitals.

The both sentences are difficult to understand for me. Personally, I would say:
A thousand beds on board will ease overcrowded hospitals in the city.

A thousand beds on board will ease [STRIKE]overcrowded[/STRIKE] overcrowding in hospitals in the city.
Unlike numbers 1 and 2, yours is a complete sentence. It's correct with my change.

Where did you find the original sentence fragments?

They could be turned into complete sentences simply by adding "There are" at the beginning.
