Yes, and it should be '23rd' rather than '23d'.

To make it clearer:
Does the phrase "a tribute to American bounty as well as organizational genius" mean "a tribute to American generosity and a tribute to the US's genius of organizing the Allies (the Allied Forces in the Korean War)"?

I think it may mean logistical genius in organising such a dinner.

If so, "bounty" might mean differently than "generosity." Does it mean "abundance" there?

Almost certainly. In fact, that's what it generally means.
