Mary is a book lover. She could read by yourself at the age of four. Last year, she decided to try out for a volunteer after-school reading program. She still works there once a week to help kids learn to read.

In this context, Mary has joined a volunteer after-school reading program to help kids learn to read. In other context, I wonder if Mary’s joining a volunteer after-school reading program could mean that she’s just a reader in the program to improve her reading level.

The terms "volunteer" and "works" would suggest that the role is not intended for learners.
 
There is only one possible interpretation of that. (If Mary was the learner and not the teacher it would say something entirely different.)
