accommodate needs

I would like to ask about the phrase "accommodate needs". Without thinking some very rare specific situations I would like to compare it with other phrases which I think just the same with each other.

Is "accomodate needs" identical in meaning with "meet needs" ?

Original: "This dictionary has been compiled to meet the needs of foreign students of English"

Can we say "This dictionary has been compiled to accommodate the needs of foreign students of English."

What do you think about this one? Does it have the same meaning with previous two, "accommodate needs" and "meet needs" ?

Yes, basically the same again. The dictionary writers were thinking about the needs of foreign students when compiling the dictionary.
