"The lights that burst onto the scene matched the ones next door, activated when the dogs jumped the fence and added to the confusion with their barking. When an irate neighbour flung open his door, a further shout brought them to their mistress's side and they calmly sat to be stroked as the automatic lights went off."

Not sure what the underlined part means. Is it saying the light and the dog's barking throws the place into a confusion?

I don't see any suggestion that the lights caused any of the confusion. No doubt the cause of the confusion to which the dogs' barking added (and the reason for the lights being switched on) is in previous sentences. Apparently there had been some shouting, otherwise the phrase "a further shout" would make no sense.
