[Grammar] adjective + a + noun

Can I use the structure of 'adjective + a/an + noun' to describe the noun in the structure? I've seen it a lot, not yet knowing if there are some restrictions.

e.g.
1. People do not stick to that harsh a regimen.
2. It is not as easy a thing as you seem to imagine.

Those are grammatical.

I'm not sure what you mean by that. Do you have possible sentences in mind?
