All the kids have packed their bags themselves.

What's the difference between these sentences?
 
There might be a difference between the the two sentences, but without context I can't be sure.
 
As Tarheel suggested, context would dictate which one is appropriate. They are both grammatically correct. The simple answer to your question is that the first sentence uses the simple past and the second uses the present perfect.
 
The second has some connection or relevance to present time, which the first doesn't.
