Can you explain the meaning of "amounts to a gamble" simpler?

"However, it should be clear that such transactions are a risky proposition; at best, allowing a given transaction A not to be two-phase amounts to a gamble that no interfering transaction B will ever coexist in the system with A (for if it does, then the system overall has the potential to produce wrong answers)."

If you allow transaction A not to be two-phase, you're gambling there won't be a transaction B that interferes with it.
 
You are taking a risk.
